In late 1995, as a result of a process of dialogue and interaction on migration issues between IOM and the Government of Georgia, IOM agreed to assist the government in developing its capacity to manage migration in a comprehensive and unified manner.
“To substantively strengthen the capacity of the Government of Georgia to establish and operationalize a unified system for the management of migration processes in Georgia”.
This programme – referred to as the Capacity Building in Migration Management
Programme (CBMMP) – has been conceptualized in four separate but inter-related projects that comprise the following areas:
- Policy and Management
- Border Management and Migration Information Systems
- Refugees and Internally Displaced Persons
- Legislation and Procedures
A fifth field of attention, Labour Migration, was added to the CBMMP in 1997.
IOM implements this programme in close cooperation with a number of government structures.
