| IOM assistance to the Civil Registry Agency of Georgia 2009-2011 |

Through funding from Government of Italy IOM is keen to assist the Civil Registry Agency (CRA) in the following ways, based on the CRA priorities that IOM received in 2009.
CRA priority "Improve the legal basis"
|
| Review Georgia’s legislation on migration in comparison with the legislation of other countries; |
| Assess Georgia’s obligations in the field of migration coming forth from international agreements and outline how to incorporate those in national legislation; |
| Create a working group consisting of representatives from all relevant ministries and task it with the above-mentioned functions; |
| Creation of a web portal or similar function where relevant law texts with key information translated into Georgian will be made available and regularly updated; |
| Training sessions for relevant Georgian government officials on the above-mentioned issues; |
| Facilitate contacts with counterpart agencies in foreign countries to enhance operational cooperation and exchange of information. |

CRA priorities "Improve databases and programmes" and "Elaboration and analysis of migration data"
|
| Map out existing migration data sources and develop a methodology for collection and analysis. Gap and needs analysis by international consultant on what migration data are currently being collected and what infrastructure should be in place to collect other migration data required to establish a comprehensive migration information system; |
| Identify a core set of indicators and methodologies for data collection and analysis; production of a data management toolkit to use for training of government policy makers, technical and analytical staff; |
| Establishment of an interagency working group tasked with developing the basic foundations for an integrated migration information system, including the identification of appropriate mechanisms for the regular sharing and exchange of data between relevant government structures; |
| Training seminars for relevant Georgian government officials conducted based on the recommendations listed by the international consultant; |
| Development of the software, based on the conclusions of the interagency working group and the international consultant. |

Drafting Standard Operations Manual for Georgian Patrol Police 2009-2010 |
|

Funded by the Bureau for International Narcotics and Law Enforcement Affairs (INL), IOM`s project envisions development of Standard Operations Manual for Patrol Police Department of the MIA of Georgia. This project is implemented in close cooperation with the US Embassy in Georgia, specifically the Bureau for International Narcotics and Law Enforcement Affairs.
The overall goal of the project is to further contribute to the reforms undertaken by the Ministry of Internal Affairs (MIA) to become a more professional, accountable and effective law enforcement institution. To achieve this objective, the project provides efficient methods and high standards of procedure which are to be recognized as official policy.

| Support to Migration Management in Georgia 2009 |

Funded by the Ministry of Interior through Czech Development Cooperation Program of the Czech Republic, IOM is implementing a project to support migration management in Georgia with the overall objective to enhance control over the irregular movement of migrants to and through Georgia and at the same time contribute to creation of a modern migration management system facilitating the flow of legal migration.
This project aims at capacitating migration management and border police structures in Georgia through experience exchange, training of trainers, technical equipment provision and cooperation established among border forces educational facilities.

| Support to Migration Management in Georgia 2008 |

The International Organization for Migration has handed over documents authenticity testing device to the Georgian authorities within the framework of “Support to Migration Management” funded by the Ministry of Interior of the Czech Republic through the Czech Development Cooperation Programme.
ELATEST III, a device that can be used at border crossings or in laboratories to check authenticity of documents allows visual examination of documents as well as examination of watermarks, registers, UV protections, gravure printing and covering foils. The device is also equipped with a magnifying glass.
Three sets of ELATEST III have been provided to the Logistics Office of Civil Register Agency, Police Academy and Border Police for training purposes.

The Project will enhance control over the irregular movement of migrants to and through Georgia and Moldova while at the same time creating a modern migration management system facilitating the flow of legal migration.

This Project is structured along 4 main areas: 1) experience exchange in migration management, 2) training of trainers series for the border guards and support to sustainable cooperation among the educational facilities of the Border Guards, 3) capacitating the border migration structures through provision of technical equipment, and 4) training materials provision.

The main topics selected for both countries are in experience exchange and ToT are:
- collection, generation, sharing and report production of the migration
related data;
- combating illegal migration;
- documents inspection;
- border control and protection and profiling.

Materials from the series of experience exchange and training of trainers was translated into Russian and provided in CDs to all participants from the relevant agencies participating from Georgian side.
Based on preliminary discussions between IOM and Former Georgian Border Police back in 2008, it was decided to provide technical equipment which will help in documents inspection. This equipment will thus bring added value to the experience sharing in documents inspection.
Technical equipment to be purchased: 3 DOCUTESTS
Transportation and insurance will be provided/Tentative period April-May 2009.
