Voluntary Return and Reintegration
Assisted Voluntary Return to Georgia from Switzerland
This project, started on 15 January 2006, facilitates the assisted voluntary return and reintegration of those asylum seekers from Georgia, who have applied for asylum in Switzerland. It provides return-relevant country-of-origin information, return counselling, airport reception assistance, organization of onward transportation, medical treatment and social reintegration. Project partners are: Swiss Federal Office for Migration (FOM), Swiss Agency for Development and Co-operation (SDC), NGOs, national and local authorities in Georgia. The project is open to asylum seekers from Georgia currently residing in Switzerland including: those who are still in the screening process, rejected asylum seekers for whom the formal process to leave the country has not yet started, and those in possession of a provisional admission, as well as for recognized refugees.
 
 
The program facilitates various types of medical treatment of returnees, particularly, to returnees with a history of substance abuse. Along with the project participants, the Swiss FOM generously provides financial assistance for medical treatment to deportees from Switzerland. Along with the medical treatment the beneficiaries receive reintegration assistance to stall micro business or access relevant training courses for better employment possibilities. Since January 2006, 192 persons have received financial, medical and reintegration assistance in the framework of the program.
 
 
77 persons returned in 2006 and 2007 (at that time IOM was only involved in cash, airport and medical assistance). In 2008 and 2009 there returned 115 persons (project participants and deportees). Here IOM was involved in reintegration activities as well. 79 returnees have started micro business - (transportation – 15, animal farm – 15, trade – 14, land cultivation – 12, car service – 4, bakery – 4, reconstruction – 3, computers – 3, distribution – 2, honey production – 2, etc.); 2 persons started employment s a distributor and a technician/assistant); one person completed a training Microsoft Office Programmes). 51 persons received medical assistance.
 
 
 
Assisted Voluntary Return and Reintegration Programme from the UK to Georgia
The Assisted Voluntary Return (AVR) program from the UK to Georgia started in 2003 to help Georgian rejected asylum seekers return home and reintegrate into their communities with dignity and tangible hope for the future. Since the beginning of the programme IOM has assisted 152 rejected asylum seekers to return from the UK. With IOM’s counselling and referral services for employment and training, the beneficiaries were empowered to find employment and engage in small-scale business. Reintegration assistance can cover vocational training courses, setting up small businesses, public education, costs related to attending a training course or educational institution. The assistance is designed to help people in identifying income generating activities to become financially independent and to reintegrate and settle successfully.
 
 
Through the project 102 persons have started micro business (trade – 33, transportation – 25, animal farm – 9, computers – 5, reconstruction – 4, distribution – 4, print shop – 3, entertainment – 3, cafe – 2, bakery – 2, land cultivation -1, etc.), 2 persons got employment as drivers, 10 persons underwent training (small business start-up – 5, Accounting - 2, English – 1, dental – 1, cook - 1); 2 persons got employment as drivers.
 
 
 
Cases of Assisted Voluntary Return and Reintegration from Other Countries
IOM also operates case-by-case assisted voluntary returns from the Ireland (financed by the Irish Government) Belgium (financed by the Belgian Government) and Poland (financed by the European Return Fund). IOM Tbilisi provides countries of return with up-to-date information on Georgia, including spheres such as education, employment, medical care, social assistance programmes, benefits, accommodation, etc. Reintegration assistance covers vocational training courses, setting up small businesses, public education.
 
 
Reception of Georgian nationals from Ireland started in 2006. All in all 51 returnees have come back to Georgia, 25 returnees have started micro business - (trade – 7, animal farm – 7, transportation – 4, distribution – 2, furniture production – 1, honey production – 1, cafe – 1, reconstruction – 1, print shop – 1); Nine returnees have found employment (technician/assistant – 3, distributor – 2, driver – 2, advertisement – 1, construction – 1); Three returnees have attended training (accounting – 1, English – 1, dental – 1).
 
 
Return of Georgian nationals from Belgium started in 2007. All in all 26 persons have come back, business - 4 (computers, cafe, trade in dairy products); training – 2 returnees (Accounting, computers), medical – 2, accommodation – 9, material – 6 (furniture and household equipment).
 
 
Since August 2009, 134 persons have come back from Poland. 20 business plans have been submitted for financing, out of these 10 have been approved.
